The SEDA-COG Housing Development Corporation (HDC) is a 501 (C) (3) not-for-profit corporation which was formed in 1993 to enhance, promote, and develop quality, affordable housing opportunities for low-income individuals and families throughout the Central Pennsylvania region. These activities are undertaken based on community needs and with the endorsement of local elected officials.
